It runs inside GTA V through FiveM. You need GTA V on a Windows PC; there is no console version.
The flight model is GTA physics tuned for combat. It reads like an arcade sim; it is not a copy of one.
The first load takes three to five minutes. After that the server puts you in the air within a minute.
